Chief justice Martha Koome gives reasons as to why the supreme court declared the Constituency Development Fund to be illegal. The justice address to senators attending an induction retreat in Naivasha, stated that the CDF offends the division of functions between the national assembly and the county government.

The chief justice Martha Koome was one of the speakers during the senators induction retreat and asked the senators to play their constitutional right over devolved unit.
The chief justice who addressed the senate through a recorded clip used the opportunity to reveal that it was the same reason why the supreme court declared CDF illegal.
Although the CDF is null and void the MPs are now banking on the national government development fund. Which according to the fund chief executive Yusuf Ndungo they will use a new formula that will benefit various constituencies and areas which are sparsely populated.
Chief justice Koome turned devolution a constitutional project which must be protected at all cost.
Other than the CJs input, the senators were also enlighten on inter-governmental relations, executive, with address from representative of attorney general, auditor general and the council of governors.Â
